Was someone hung in effigy? Context!
They were images of the founding saints of the Church of French Canada. This was part of a sort of 'spectacle' thing before the opening of the Congress. They were a bit like the fallas sculptures used in Valencia. At the end they were raised up to heaven. It was quite good actually. The video quality here is poor and it may not be immediately evident what was going on.
